China: GB 31701 into effect on 1 June 2016

The standard covers the safety technical requirements for children textile products

The Chinese General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Standardization Administration of the People’s Republic of China (SAC) gave the green light to the publication of GB 31701 safety standard for children up to 14 years.
The standard, which is entitled Safety Technical Code for Infants and Children Textile Products, will come officially into effect on June 1st, 2016.

Items produced before that date which meet the current requirements are allowed to be sold in China no later than May 31, 2018. This transition period will give brands which sell their products in China time enough to adapt to a standard that is certainly a challenge, but also an opportunity to grow in quality. The new standard was established, indeed, to improve the safety of children's clothing, but also to limit the fallout of the production processes on the environment.

In detail, the standard defines the quality requirements and control rules for textile products for babies up to 36 months and / or 100 cm height (Infant Textile Products) and children up to 14 years and / or 160 cm height (Children Textile Products). Its contents do not apply to plush toys, handicrafts fabric, cloth crafts, disposable hygiene products, umbrellas, suitcases, handbags and knapsacks, carpets and professional sportswear.

The standard GB 31701-2015 also defines the restricted substances – Lead, Cadmium and Phthalates – and a wide range of requirements such as color fastness to wet rubbing, flammability requirements, physical and chemical requirements for filling materials.
It finally specifies the properties of laces and cords as well as of accessories such as buttons and zippers, that must not have sharp edges or potentially dangerous tips.
